2018 Health Insurance Updates with regards to Health Care Gov, the Marketplace, Trump Executive Orde

Premium increases on 2018 silver plans to compensate for CSR payment discontinuation due to

Trump signing an Executive Order Oct 12th, 2017. DCBS announced a plan to compensate for the $49 million in cost-sharing reduction payments that the federal government will no longer make in 2018.

Cost-sharing reduction plans will still be available in 2018, and all individual market insurers, on and off Oregon’s Health Insurance Marketplace, have been allowed to increase 2018 silver metal tier premiums by 7.1 percent. These changes have successfully been loaded into Health Care gov, and will be available when plans become available to view. Use above link to view plans and rates for 2018 (Link effective 11/1/17). There will be no changes for 2017 plans or premiums.

IRS to enforce the individual mandate under the ACA

The IRS has announced that, for the upcoming 2018 filing season, tax returns without reporting of the required health coverage information under the ACA will not be accepted and may be suspended pending receipt of this information.

Health coverage for American Indians and Alaska Natives

As a reminder, American Indians and Alaska Natives (AI/ANs) with income between 139% and 300% of FPL can enroll in a zero-cost-sharing plan which means no copays, deductibles or coinsurance when receiving care from an Indian Health Care Provider or when receiving Essential Health Benefits (EHBs) through a QHP.

This cost sharing reduction, which is not exclusive to silver metal level plans, is mandated by the ACA and is part of the individual plan design. This should not to be confused with the Tribal Premium Sponsorship Program (TPSP), which is subsidized by individual tribes and pays for premium only.

Three committee positions available for Oregonians to advise Marketplace

The Governor’s office is seeking applications from representatives of Oregon tribes, assister organizations, health insurance companies, and Health Care gov customers  to fill three positions on the board that advises the Oregon Health Insurance Marketplace. These three positions will become vacant in February 2018.

The position is appointed by the Governor and confirmed by the Senate for a term of two years.

The committee advises the Marketplace, part of the Department of Consumer and Business Services, about outreach, customer feedback, and insurance plan affordability. The committee also develops policy recommendations at the request of the Governor and DCBS. These functions are vital to the Marketplace, which helps Oregonians enroll in and use health insurance through Health Care gov and other programs.
